I am completely ignorant as to what damage/expense it might cause, which is why I said if it costs money, then it is unacceptable. But if, as you say, the locals loved it and the authorities thought it was hilarious too then great. You're just looking for fight where there isn't one to be had.

I have just remembered something from seeing people talking about graffiti.

If you took the train from Porto to Guimaraes, you would have seen non stop graffiti along the side of every single wall that was there. It was all over the place. So I'm not sure they will be too bothered with bubbles in a fountain.

Anyway, I was going to say that all this graffiti was things like people's tags, and portuguese. Then we stopped at one station and along the wall was a simple message in simple black spray paint which read:

PEOPLE = SHIT

It was the most random piece of graffiti anywhere. I'm going to find the picture I took of it.

If the fountains targeted had been monstrosities like the ones that used to be in the town hall square it would have been funny, but these were quite old and probably cost a fortune to maintain anyway, nevermind knackered filters. If you go to another country you should show respect to the people and the surroundings.
